PRA Request of Flock Video-Stream Integration Records

Subject: California Public Records Act Request - Flock DFR, FreeForm, Flock911, CAD, Radar, Trailer, And Video-Stream Integration Records
To the City of Stockton:
Pursuant to the California Public Records Act, Government Code section 7920.000 et seq., I request the following records from January 1, 2026 through the date this request is processed, and all earlier planning, procurement, demo, pilot, grant, or vendor records concerning these systems.
Please route this request to the City Clerk, Stockton Police Department, Dispatch/911, Information Technology, City Attorney, City Manager, Procurement, Finance, and any CAD, 911, drone, video, or Flock administrator.
Please provide records concerning Flock Drone as First Responder, drones, docks, Aerodome radar, Flock911, FreeForm, mobile security trailer, integrated video streams, CAD integrations, Peregrine integrations, APIs, and any related FlockOS modules, including:
- Data-flow diagrams, system architecture diagrams, network diagrams, API documentation, data dictionaries, implementation plans, project plans, and security reviews.
- Records identifying all data fields shared with Flock or accessible by Flock, including CAD fields, call-for-service location, call type, 911 call metadata, audio, transcripts, translations, video, photos, GPS/location, dispatch notes, incident numbers, and officer/unit information.
- Records identifying when drones deploy or may deploy, including dispatch criteria, call types, geofencing, supervisor approval, launch rules, abort rules, retention rules, and emergency procedures.
- Records concerning Flock911 access to live or recorded 911 calls directly within FlockOS, including user access, training, policies, audit logs, and data retention.
- Records concerning FreeForm, including search settings, enabled data sources, text prompts, allowed users, training, audit logs, searches, policies, and limits.
- Records identifying all ten FreeForm-enabled integrated video streams, including owner, location or general location, source system, data fields, camera capabilities, retention, access permissions, vendor terms, MOUs, and whether each stream is City-owned, private, regional, county, port, school, transit, or other.
- Records concerning radar systems, including deployment locations or general locations, data collected, telemetry, retention, alerts, integrations, and user access.
- Records concerning the Flock mobile security trailer, including deployment locations, camera/sensor capabilities, retention, power/network connections, audit logs, access permissions, and policies.
- Records concerning Peregrine APIs or other integrations involving Flock data, plate lookup, alert images, CAD, video, DFR, or public-safety operating system data.
- All vendor communications, internal communications, legal reviews, privacy reviews, cybersecurity reviews, grant records, staff reports, demos, pilot records, testing records, and acceptance testing records for the systems listed above.
Please provide records in original electronic and machine-readable format where available, including spreadsheets, diagrams, PDF, Visio, JSON, CAD export, API documentation, native email export, and system exports. Please notify me before incurring any copying or programming fees.
If any record is withheld or redacted, please identify the specific legal basis and produce all segregable portions.
