Subject: California Public Records Act Request - Communications Concerning Flock, ALPR, DFR, FreeForm, Flock911, And Related Integrations

To the City of Stockton:

Pursuant to the California Public Records Act, Government Code section 7920.000 et seq., I request the communications described below from October 1, 2024 through the date this request is processed, unless a different date range is stated.

Please route this request to the City Clerk, City Attorney, City Manager, Stockton Police Department, Information Technology, Procurement, Finance, Budget/Grants, Dispatch/911, and the City Council offices. Please include searches of City email, attachments, calendars, Teams, Slack or similar messaging systems, text messages, voicemails, shared drives, procurement systems, grant systems, and personal devices or accounts used for City business where required by City policy and applicable law.

Please search communications involving the following custodians and offices:

  1. Mayor Christina Fugazi and all City Councilmembers serving from October 1, 2024 to the date this request is processed.
  2. City Manager and Assistant/Deputy City Manager staff involved in public safety, budget, procurement, or technology.
  3. City Attorney staff or outside counsel, excluding attorney-client privileged legal advice but including non-privileged communications and privilege logs for withheld records.
  4. Stockton Police Chief, Assistant Chiefs, Deputy Chiefs, captains, lieutenants, analysts, technology administrators, RTCC/intelligence personnel, DFR personnel, dispatch/911 supervisors, and Flock administrators.
  5. Procurement/Purchasing, Finance, Budget/Grants, and Information Technology personnel involved in Flock, ALPR, DFR, FreeForm, Flock911, CAD, video, radar, mobile trailer, or Peregrine.

Please provide communications with or about:

  1. Flock Group Inc., Flock Safety, Prepared, Aerodome, or any Flock affiliate, successor, reseller, subcontractor, or assign.
  2. Peregrine, CAD vendors, 911 vendors, video-stream owners, camera vendors, drone vendors, radar vendors, network vendors, or integration vendors connected to the Flock relationship.
  3. NCRIC, San Joaquin County, Port of Stockton, neighboring agencies, state agencies, federal agencies, fusion centers, task forces, school or transit agencies, and external agencies concerning Flock access, data sharing, network settings, DFR, ALPR, or integrations.
  4. Grantors or funding agencies concerning AB109, COPS TEP, BSCC, Field Services, General Fund, or other funds used or proposed for Flock products.
  5. City staff, consultants, or councilmembers concerning council agenda items, public comments, legal concerns, procurement exceptions, grant funding, expansion, renewal, cancellation, non-appropriation, data deletion, audit logs, network sharing, camera locations, DFR, FreeForm, Flock911, CAD integration, integrated video streams, or Flock public controversy.

Please provide records in native electronic format where available, including email with attachments and metadata. If any record is withheld under attorney-client privilege, deliberative process, law-enforcement, or any other basis, please provide all segregable portions and a privilege/withholding log identifying date, sender, recipient, subject or general description, and the specific legal basis for withholding.
