PRA Request of Flock Usage Reports

Subject: California Public Records Act Request - Flock Audit Logs, Search Logs, Event Logs, And Usage Reports
To the City of Stockton:
Pursuant to the California Public Records Act, Government Code section 7920.000 et seq., I request the following records from September 1, 2023 through the date this request is processed, unless a different date range is stated below.
Please route this request to the City Clerk, Stockton Police Department, Information Technology, City Attorney, City Manager, and any City department or vendor account administrator with access to Flock Safety/FlockOS records.
Please provide:
- All Organization Audit exports or equivalent records from Flock/FlockOS/Insights showing searches or queries performed by Stockton Police Department or City personnel.
- All Network Audit exports or equivalent records showing searches, queries, or access to Stockton-origin Flock/ALPR data by any outside agency, organization, network participant, vendor, or external user.
- All Event Log exports or equivalent records for Flock/FlockOS activity, including login, search, alert, access, sharing, export, download, administrative, support, and configuration events.
- All search logs, query logs, alert logs, hotlist-hit logs, usage logs, and monthly or annual usage reports for Flock ALPR, FlockOS, Falcon, Flock Safety Falcon, Flock911, FreeForm, DFR, radar, trailer, integrated video streams, and any related Flock modules.
- All records showing the total number of plate reads, vehicle detections, alerts, searches, hotlist hits, external searches, FreeForm searches, DFR deployments, Flock911 uses, and video-stream searches, aggregated by month if such reports exist.
- All lists of hotlists or watchlists integrated into Stockton’s Flock system, including custom hotlists, source agencies, activation dates, deactivation dates, and policies or approvals governing each hotlist.
- All audit-review records, compliance checks, supervisory reviews, exception reports, or internal investigations concerning searches, alerts, hotlists, external access, or Flock use.
- All records showing whether any audit logs were downloaded, exported, deleted, purged, expired, modified, or made unavailable.
Please provide records in their original electronic and machine-readable format where available, including CSV, Excel, JSON, native export, or other original format. Some records may be available in Flock’s “Insights” section as Organization Audit and Network Audit exports. Please do not substitute screenshots, scanned PDFs, summaries, or a public transparency portal for native export records.
If records are available only in 31-day or monthly increments, please produce them on a rolling basis by month. If the City contends that any portion is exempt, please redact only the exempt portion and produce the segregable remainder with the specific legal basis for each withholding or redaction.
