PRA Request of Flock Deployment Records

Subject: California Public Records Act Request - Flock Camera, Drone Dock, Radar, Trailer, And Deployment Records
To the City of Stockton:
Pursuant to the California Public Records Act, Government Code section 7920.000 et seq., I request the following records from September 1, 2023 through the date this request is processed.
Please route this request to the City Clerk, Stockton Police Department, Public Works, Information Technology, City Manager, City Attorney, Procurement, and any department responsible for poles, permits, installation, or equipment.
Please provide:
- Records sufficient to identify all current, planned, proposed, deactivated, removed, or previously deployed Flock-related equipment in Stockton, including fixed ALPR cameras, Falcon cameras, solar units, poles, mounts, drones, docks, radar units, mobile security trailers, signage, and related hardware.
- Deployment lists, maps, GIS files, spreadsheets, work orders, installation records, permit records, pole-attachment records, utility records, maintenance records, repair records, removal records, and deactivation records for each Flock-related device.
- For each device, records showing location or general location, council district, installation date, activation date, deactivation date, removal date if any, model, serial number or asset identifier, owner, funding source, maintenance responsibility, and purpose.
- All records concerning the two ALPR locations identified in the March 19, 2025 CEQAnet Flock Automated License Plate Reading (ALPR) Camera Installation Project record, including #23 W Charter Way @ Navy Dr WB and #38 W Highway 4 @ Army Ct EB.
- All CEQA, environmental, notice-of-exemption, permitting, pole-use, traffic, right-of-way, engineering, public works, encroachment, or utility records concerning Flock equipment.
- All records showing planned locations or deployment criteria for the six DFR drones/docks, two radar units, Flock mobile security trailer, and any integrated third-party video streams.
- All records concerning camera count, including any records reconciling the original 15 cameras, the 105-camera expansion, the 120-camera total, and any other camera count shown in Flock portals, internal reports, invoices, or deployment lists.
- All records concerning public notice, signage, website maps, transparency portal location settings, public-facing camera maps, or decisions not to publish locations.
Please provide records in original electronic and machine-readable format where available, including spreadsheets, GIS files, PDFs, images, work-order exports, and native files. If precise location data is withheld, please provide all segregable non-exempt fields and identify the specific legal basis for each withholding.
Please notify me before incurring any copying or programming fees.
