Subject: California Public Records Act Request - Flock Network Sharing Settings, External Access, And Sharing History

To the City of Stockton:

Pursuant to the California Public Records Act, Government Code section 7920.000 et seq., I request the following records from September 1, 2023 through the date this request is processed.

Please route this request to the City Clerk, Stockton Police Department, Information Technology, City Attorney, City Manager, and any City Flock administrator.

Please provide:

  1. Records sufficient to show every agency, organization, network, fusion center, task force, vendor, or external entity with which Stockton shares Flock, ALPR, FlockOS, vehicle, alert, hotlist, or related data.
  2. Records sufficient to show every agency, organization, network, fusion center, task force, vendor, or external entity whose Flock, ALPR, FlockOS, vehicle, alert, hotlist, or related data is shared with Stockton.
  3. All “Networks that I’m sharing,” “Flock networks shared with me,” “community network,” “state network,” “nationwide network,” and similar Flock/FlockOS share-setting exports, screenshots, reports, configuration records, or histories.
  4. All records showing changes to network-sharing settings, external access, state lookup, nationwide lookup, community network access, agency permissions, or external agency search permissions.
  5. All records showing whether Stockton-origin data has been made available through NCRIC, another fusion center, a state or regional network, a federal task force, a vendor network, or any outside agency account.
  6. All MOUs, data-sharing agreements, network participation agreements, terms, policies, guidance, approvals, or written restrictions governing external access to Stockton-origin Flock or ALPR data.
  7. All records of external searches, requests, alerts, hits, or access to Stockton-origin Flock or ALPR data by outside agencies, including agency name, date/time, reason, case number if any, and search type, with legally required redactions only.
  8. All records identifying federal, immigration, out-of-state, state, county, port, school, transit, private, or neighboring-agency access, requests, or sharing settings.
  9. All communications with Flock, NCRIC, external agencies, or City legal counsel concerning network sharing, state/national lookup, external access, legal restrictions, California Civil Code sections 1798.90.53 or 1798.90.55, or data-sharing changes.

Please provide records in original electronic and machine-readable format where available, including CSV, Excel, native Flock export, JSON, PDF, or native email format. Please do not substitute a public transparency portal for native records.

If any portion is withheld, please identify the specific legal basis and produce all segregable portions. Please notify me before incurring any copying or programming fees.
