PRA Request of Flock Contracts

Subject: California Public Records Act Request - Flock Contracts, Amendments, Funding, Procurement, Grants, And Payments
To the City of Stockton:
Pursuant to the California Public Records Act, Government Code section 7920.000 et seq., I request the following records from the inception of Stockton’s relationship with Flock Group Inc./Flock Safety through the date this request is processed.
Please route this request to the City Clerk, Stockton Police Department, Procurement/Purchasing, Finance, Budget/Grants, City Attorney, City Manager, Information Technology, and any other department with responsive records.
Please provide:
- All contracts, master services agreements, standard agreements, amendments, addenda, order forms, quotes, statements of work, software-as-a-service subscriptions, licensing agreements, trial agreements, pilot agreements, renewal records, and termination/non-appropriation records involving Flock Group Inc., Flock Safety, Prepared, Aerodome, or any Flock affiliate, successor, reseller, subcontractor, or assign.
- The complete executed Amendment No. 3, dated or approved around June 26, 2025, including quote, staff approval, City Manager authorization, procurement memo, invoice, purchase order, and any records explaining the $95,000 LPR extension through June 30, 2027.
- All invoices, purchase orders, payment records, warrants, ledgers, account codes, budget transfers, reimbursement records, credits, refunds, cancellation charges, and unpaid balances for Flock-related products or services.
- All records identifying funding sources, including AB109, COPS Technology and Equipment Program, BSCC, Police Other Special Revenue, Field Services Division, General Fund, grants, or any other funding source.
- All grant applications, award packages, award conditions, budgets, amendments, drawdown records, reimbursement records, performance reports, closeout records, correspondence with grantors, and records concerning whether Flock expenditures are grant-eligible.
- All procurement records, competitive-bidding exception findings, sole-source justifications, proprietary-integration analyses, cooperative-purchasing records, vendor evaluations, alternative-vendor records, market research, procurement checklists, insurance/risk records, and City Attorney reviews concerning Flock.
- All staff reports, council agenda materials, draft staff reports, internal memos, fiscal analyses, public-safety justifications, efficacy studies, cost-benefit analyses, renewal analyses, and future-appropriation analyses concerning Flock products or services.
- All records concerning ownership, risk of loss, data ownership, intellectual property, aggregated/anonymized data, metadata, telemetry, product improvement, AI training, subcontractors, assignment, retention, deletion, and vendor access terms.
- All records concerning termination, non-renewal, non-appropriation, refund, reimbursement, cancellation, suspension, deactivation, data deletion, or equipment removal options for any Flock-related product or service.
Please provide records in original electronic format where available. If any record is withheld or redacted, please identify the specific legal basis and produce all segregable portions. Please notify me before incurring any copying or programming fees.
