PRA Request of Flock Policies

Subject: California Public Records Act Request - Flock Policies, Training, User Lists, Permissions, Retention, And Compliance Records
To the City of Stockton:
Pursuant to the California Public Records Act, Government Code section 7920.000 et seq., I request the following records from September 1, 2023 through the date this request is processed.
Please route this request to the City Clerk, Stockton Police Department, Information Technology, City Attorney, City Manager, Human Resources/training staff if applicable, and any City Flock administrator.
Please provide:
- All ALPR usage and privacy policies, Flock policies, DFR policies, drone policies, Flock911 policies, FreeForm policies, mobile trailer policies, radar policies, CAD integration policies, video-stream integration policies, hotlist policies, network-sharing policies, data-retention policies, audit policies, and compliance policies.
- All drafts, prior versions, approval records, policy acknowledgments, and revision histories for the policies listed above.
- All training materials, presentations, videos, manuals, quick-reference guides, vendor training, internal training, legal guidance, roll-call training, and attendance records concerning Flock, ALPR, DFR, FreeForm, Flock911, CAD, video streams, hotlists, retention, audit logs, sharing, and acceptable use.
- Records sufficient to identify all users and administrators with access to Stockton’s Flock, FlockOS, ALPR, DFR, FreeForm, Flock911, radar, mobile trailer, video-stream, or related systems, including current, suspended, revoked, terminated, dormant, vendor, support, and external accounts.
- For each account, records showing name, title, agency, role, permissions, status, identity provider if available, last login if available, user-management permissions, search permissions, device-management permissions, hotlist permissions, export/download permissions, and administrator permissions.
- All records concerning user onboarding, offboarding, permission changes, role changes, password resets, multi-factor authentication, account audits, vendor support access, and external user access.
- All retention schedules, deletion procedures, deletion certifications, data purge records, legal holds, evidence holds, and CPRA retention instructions for Flock-related data.
- All audit procedures, audit schedules, audit results, compliance reviews, supervisory reviews, exception reports, complaint records, internal investigations, disciplinary records, corrective-action records, and records of unauthorized access or misuse concerning Flock-related systems.
- All records concerning data breaches, cybersecurity incidents, vulnerability notices, vendor security alerts, penetration tests, security reviews, and incident responses concerning Flock-related systems.
- All reports to City Council, City Manager, City Attorney, SPD leadership, grantors, or outside agencies concerning policy compliance, audit findings, training, user access, retention, sharing, or misuse.
Please provide records in original electronic and machine-readable format where available. If any portion is withheld or redacted, please identify the specific legal basis and produce all segregable portions.
